Abstract : This study aimed to identify the impact of the learning organization on the application of organizational change strategies in the Ministry of Industry and Mineral Resources -The Vice Ministry of Mineral Resources- through the dimensions of the learning organization that represented in: (Continuous learning, dialogue and inquiry, teams work, sharing knowledge and learning, empowering individuals, linking the organization to the external environment, strategic leadership supporting learning) and organizational change strategies that represented in: (Organizational structure, technology, individuals), it also aimed to define the statistically significant differences among the opinions of the sample's members on the application of the dimensions of the learning organization and the application of the dimensions of organizational change strategies in the agency that is attributable to the demographic and functional variables. This study relied on the survey approach (descriptive and relational), and used questionnaire and interview as tools to collect data. (201) individuals of a stratified random sample were taken from the study's community of (417) female and male employees of leaders, administrators and technicians. After statistically processing the data, the study reached many results, the most important of which are: The level of achieving the dimensions of the learning organization and organizational change strategies in the agency was at an average degree of (72.87%) and (73%), respectively. There was a statistically significant impact of the learning organization: (Strategic leadership supporting learning, empowering individuals, linking the organization to the external environment, dialogue and inquiry, sharing knowledge and learning) on the application of organizational change strategies at a level of significance of (α ≤ 0.05); where the correlation coefficient reached (0,859) at the level of (0,000). As well as, there are statistically significant differences among the opinions of the sample's individuals on the application of the dimensions of the learning organization attributed to the gender variable. In addition to differences about the application of the dimensions of organizational change strategies attributed to the educational qualification, the number of years of experience and the nature of the job, in light of these results, the most important recommendations of the study are as follows: Enhance the dimensions of the learning organization among workers by providing more training programs and workshops. Provide opportunities for supporting self-learning in order to develop workers. Activate the role of work teams and employees' participation in developing plans in order to achieve goals.
