Abstract : Countries development measured by the ability to sustain prospective developments, as well as overcome difficulties. The attention towards knowledge management prepared by many national and non-national actors have been a successful means in the philosophy of organization's management developments. Throughout the participation of all interested parties inside and outside the organization knowledge and expertise, which will activate the performance; shorten time and the effort to overcome crises and disasters. The present study is identifying the role of knowledge management in supporting disaster management processes and practices, as well as their role in planning, administering, and mitigating them. In addition, this study concerned with the specifications that qualify the disaster management center to work on knowledge management plans and practices. Therefore, the study aim to analyze models of theoretical, applied studies plans that address knowledge management subjects, and it's supporting role in disaster management and providing services to government municipalities through published intellectual production. The object is to identify the most important products and tools used in knowledge management studies and their role in disaster mitigation in the work field done by municipalities’ government. Saudi municipalities have been evaluated in order to identify their emergency coverage and disaster services on the Municipality's website. This study developed a model for a proposed Saudi disaster management center based on Implement knowledge management practices and objectives. Also, it used the methodology and method of content analysis and applied the curriculum in accordance with the specifications and standards set by the study. the analysis was examined on a sample of published intellectual production and other studies that were interested in the subject of benefiting from the knowledge management that initiating the work of disaster management of 30 studies presentation and analysis number of global guides, plans, and discuss the law of Sendai to prepare cities for disaster response for the period from 2015 to 2030.The results of the study are the availability of international efforts to preserve the world's population lives. The Sindai Framework is one of these efforts to provide countries with standards to reduce threats for the period from 2015 to 2030. However, knowledge and systems within the tasks, elements, and omission of the vital role. Plans and guides such as the Canadian Municipal Emergency Management Plan, the Australian Disaster Management Plan, and the Philippine Plan emphasize the importance of community awareness, training, and participation in national and municipal disaster management plans. The number of studies concerned with the actual application of Municipalities knowledge management and disaster mitigation, in the intellectual production published 30 studies out of 168 studies. The year 2017 was the most specialized studies on the use of municipalities’ knowledge management and disaster mitigation. The number of studies was 6 studies out of 30. The United States of America has the largest published studies numbers, with 5 studies out of 30, followed by Italy with 4 out of 30 studies. The application of integrated systems as a tool for disaster mitigation in municipalities is the highest Programs and systems out of 30 products for published studies followed by training and simulation programs with an average of 6 programs out of 30 products. Finally, the structure of the study of a proposed model for dealing with disaster management and mitigation based on practices in the name of (National Knowledge Center for Disaster Management: Proposed Model)
