Abstract : Construction project activities require different materials, equipment and labors for its completion and for sure it will be very difficult for the non-experts people to estimate the conceptual cost required for the project. Thus, in most construction projects owners have to take help from a third party, the consultant who takes responsibility of preparing the project design in different stages. The purpose of this research is to design and develop an automated system called Construction Project Conceptual Cost Estimator (CPCCE) for estimating the conceptual cost required for the construction of residential villa using project related information provided by the projects owners, in order to help them to take a decision about constructing a new villa or not based on their financial capability, without producing a concept design. Detailed drawings and Bill of Quantities (BOQs) for 8 villas different in shape and sizes with same foundations and slabs system (Isolated footings and flat plate slabs) have been studied to determine the variables affecting the construction cost and the relationships between them. Based on the collected variables values, estimate of material quantities using minimum information provided by the project owners were done, using correlation and regression analysis. Material costs and labors prices were calculated based on market prices in Saudi Arabia during the time of the study. A questionnaire was used in order to get the important information required to start calculating the conceptual cost of the concerned villa. Finally, new villa information was filled in the questionnaire, and the conceptual cost estimate was calculated for 3 different cost levels “high, normal and low”, the results compared with different contractors actual bid prices, and the comparison results were acceptable. Therefore, the system output will help the projects owners in take a decision about constructing a new villa or not based on the owner financial capability.
